The Neighborhood Based Service Delivery Program (NBSD) is a strategy developed and implemented to address the needs identified by the Task Force on Distressed Neighborhoods. This initiative revitalizes distressed/transitional neighborhoods by creating a partnership between residents and the city. Gray Lake Park, once a gravel pit, is now a scenic urban gem. A two-mile multi-purpose lighted trail includes a 1/4 mile pedestrian bridge (the longest of its kind) and surrounds a 100-acre lake. The Evelyn David Early Learning Academy is a child development center/preschool, which provides quality early care and education to the youngest children (I month to five years old) of a high-risk neighborhood. The Academy offers curriculum and family support showcasing the best practices in preschool and childcare methodology. The preschool emphasizes readiness and the day care experience focuses on increasing literacy, communication skills, English as a Second Language (ESL) services and parent education.
