Yampa Valley Civic Indicators Project
Community Services is working to develop a set of civic indicators working
with 4 communities (cities, towns, counties, and regions) from across the
US: Jacksonville FLA, Charleston SC, Baltimore, MD, and Yampa Valley, CO.
Each site will develop a set of locally tailored civic indicators. NCL will
draw from those indicators to develop a template set to be shared across the
US. This project is funded by the Ewing Marion Kauffman Foundation.
NCL
has begun work with the Yampa Valley Partners Community Indicators Project
2002. An initial kick-off of the indicators project was held in March, where
Amy Swiatek, Senior Program Associate of Community Services, attended to congratulate
Routt and Moffat Counties for being selected to join with the national regions
of Baltimore, Jacksonville, and Charleston to participate in the league's
civic health project.

On May 8th, a Civic Indicators Task Force of Yampa Valley Partners began
the development of indicators of civic health for Routt and Moffat Counties.
During this meeting, the group developed an increased understanding of NCL's
civic health framework, identification of the assets and challenges of civic
health to the Yampa Valley region, and worked in small groups to develop an
initial list of desired outcomes for civic health in Yampa Valley.
On
May 22nd the stakeholders continued the development of civic health indicators.
Those in attendance were able to move through much of the civic index framework
to produce meaningful indicators that are capable of tracking civic health
in individual towns or counties as well as in the region. There was discussion
concerning the importance of valuing and respecting the differences in the
valley and on measuring indicators that would track the effectiveness of the
various counties and towns to come together to address common issues.
At the final two meetings, the participants continued to develop, refine
and prioritize the indicators and identified addtional data sources. Attendees
decided on the indicators that they would most like to move forward with,
and ranked them in terms of importance.
Moving forward, a cross-site meeting of all four communities will be held
on June 27th and 28th to share the results of the Yampa Valley Region. The
technical committee of Yampa Valley Partners will begin to conduct the secondary
data scan on the indicators. Finally, this group will be utilized in the future
to make the final selection of indicators for a Fall Report and to advocate
for the indicators with which they would like pursue primary data gathering
efforts.
