Safe Start

NCL provides training and technical assistance for eleven communities selected
to implement the Office of Juvenile Justice and Delinquency Prevention's (OJJDP)
Safe Start Demonstration Project. The Safe Start Initiative provides five
years of funding for urban, rural, and tribal communities to address problems
faced by young children exposed to violence within homes, schools and communities.
The initiative will offer these communities an opportunity to implement effective
prevention and intervention strategies by strengthening already existing alliances
and integrating service delivery systems (such as police/mental health/justice
partnerships).
Recent Site Visits:
- Baltimore, MD: A one day site visit was conducted by Gallion, Cook and
Schechter to discuss some immediate needs of the project, including a discussion
about their shifting intervention strategies, and brainstorming how to confront
problems of leadership and support within their collaborative.
- Bridgeport,CT: A one day site visit was conducted by Gallion to gain
understanding of the status of the project, roles and responsibilities of
staff and stakeholders, as well as to discuss some more immediate areas
for technical assistance.
- Chicago, IL: A three day site visit was conducted by Gallion and Cook.
This visit provided NCL with the opportunity to meet with many key collaborative
partners, including the collaborative chair, lead agency director, direct
service providers, local evaluators, and attend both an evaluation team
and collaborative meeting.
- Pinellas County, FL: Schechter conducted a three day site visit to meet
the key stakeholders, discuss strategies and goals (and barriers to achieving
them), and review their proposed training and technical assistance plan.
The relationship of the local evaluation to their work plan was a special
concern.
- Rochester, NY: Schechter conducted a two day site visit to meet the key
stakeholders, discuss strategies and goals (and barriers to achieving them),
and review their proposed training and technical assistance plan. Possibilities
for court reform were a key focus.
- Spokane, WA: Schechter conducted a one day site visit in conjunction
with the cross-site meetings held there, part of which also focused on local
project activities and evaluation findings.
- Washington County, ME: Schechter conducted a two and a half day site
visit to meet the key stakeholders, discuss strategies and goals (and barriers
to achieving them), and review their proposed training and technical assistance
plan. Moving beyond extensive training and outreach activities to providing
direct services in a rural area was emphasized.
- Zuni Pueblo, NM: A two day site visit was conducted by Chow to gain a
further understanding and context of project goals and objectives, community
assets and challenges, and the status of their overall process. The visit
provided an opportunity to build relationships with project staff, tribal
governance, and key members of the Zuni Safe Start collaborative.
The final three initial site visits to Chatham County NC, San Francisco
CA, and Sitka AK will be completed during the month of January.
